If you're ever doing it in real life, turn it off and let it cool before adding more fuel. In game it's the same- You can't refuel a running generator.

Turning on loot respawning would not allow propane tanks to respawn in grills. It would be as if the loot in a car trunk would respawn, which doesnt happen.
