I've been to the River Cafe' four times, normally for "special occasions" and entertaining foreign friends who love supposedly Michelin food and beautiful views. The service has NOT been great the last two times with the sommelier the most decent staff member. You'd think they'd be used to foreign visitors who pay with non American credit cards.
